Common challenges in multi-party research agreements
Multi-party public sector research agreements typically involve careful discussion and negotiation on recurring matters such as data ownership and access, data roles and responsibilities, intellectual property terms, and other business arrangements. These issues arise in almost every agreement and are addressed during each negotiation. Addressing them on a project-by-project basis can add coordination effort and make execution less predictable, even where there is broad alignment in objectives. To address this, STEMPA provides a common ecosystem-level approach that supports more consistent and efficient negotiation of commonly recurring matters in multi-party public sector research agreements.
What changes with STEMPA
With STEMPA in place, specific, commonly recurring elements of research agreements no longer need to be approached entirely from scratch for each negotiation. This is reflected in ecosystem-level alignment on these matters, alongside structured support mechanisms where issues arise.
